Whey does every person that talks on my computer all of a sudden sound like chipmunks?

All of a sudden any video's or anyone that talks on my computer sounds like chipmunks. Nothing has been changed, and I don't no how to fix it.

1. try start > control panel > sounds, speech and audio devices > Realtek HD Sound Manager > Sound Effect Tab and make sure its set to 0, if it is, try -1
