Do they allow chipmunks as pets in Utah or would I need a certificate?

I know chipmunks are wild animals and all but I would really like to know because they're my favorite animal.

1. Is it really illegal in some states to have certain animals as pets? I didn't know that. I would just keep it. But I don't think the chipmunk would like it if you took it out of it's natural habitat. Don't get rabies!
