What can I do about a nuisance property causing me pest problems?

Okay next door to me is located a filthy mess of a house. The guy who owns it only goes in it from time to time through the alleyway and he's never around long enough to catch him to talk to him. Anyways I've spent well over $200 in pest control products as this house has not only caused me a flea infestation because of the blue million stray cats but also a cockroach infestation! I can only get rid of the creatures just long enough for them to come right back thanks to this house and I have NEVER before in my life had a problem with any bugs ever. The yard to this house is filled with bins of rain water, trash all over the place, overgrown grass & weeds, and mosquitoes! I cant even open my dining room windows because of it. I've emailed the city but I no nothing will be done so what else can i do about this problem considering its owner is basically un-catchable!?

1. turn it into you city hall as they should have an ordnance against garbage yards and they have pest control
2. Forget about e-mailing city hall, go DOWN there in person! Call the Health Department for them to come and inspect the place. Call animal Control to come and trap the cats! If none of these Depts respond, give them fair warning, YOU WILL GO TO THE MEDIA! They don't like publicity, especially when they are ignoring your pleas! GOT IT!!!???
