1. They're totally useless as far as I can tell. We have had three for years and had problems with mice the whole time. The only way we finally stopped having problems was to seal up all the holes we could find. I couldn't figure out why we still had them until I had to replace my dishwasher and found another small hole where the plumbing came through the floor. After I sealed that one we haven't had a problem for months now.
2. NO- go on <snopes> and read about them or what I usually do with any product. I simply google the products name with the word scam after it ie.electronic pest control scam, better if you use the products trade name---you'll be amazed what info you'll find.I saw the infomercial for these things and after a little research found out that they are a complete rip off.
