1. NO!!!! I used them for my 5 year old to repel gnats.....she was still bitten....her little ears swelled and itched beyond belief!!!!! Don't waste your money!
2. No. If you google the subject, you will find several references to university studies that show these devices are not effective.
3. I bought a really cheap model to keep spiders out of my kitchen, it worked for that small space, but they do not cover 1,000 square feet as most of them claim. Your best bet is to have an exterminator come in. Not only will they treat the area, but they can often find the crevice where pests are coming in to your house and block that as well. Many exterminators also use organic or pet/child friendly products as well.
