What could be causing the leaves on my peach tree to curl up with a "scrunchy" appearance?

Back in 1985 or so, my grandfather planted a peach tree in our backyard. In the past few seasons, I noticed that the amount of fruit significantly diminished once the leaves on the tree took on a scrunchy, curled up like appearance. I think there were some black aphids on the leaves... could that be the sole cause of the problem. What's the best spray to use? As for natural pest control, do ants work better than ladybugs? I noticed that the ants and yellow jackets are at it every year on ALL our trees, eating the aphids. Somehow though, the aphids get SOME damage done. Is there a way to eliminate these aphids for good, before they have a chance to hurt the trees?

1. Peach Leaf Curl Peach leaf curl is caused by the fungus, Taphrina deformans Leaf curl is not difficult to control. Check out this link they have a photo of the curl. I don't know about the ants and the yellow jackets look for nectar.
